Problem with stuttering

So basically my friend has got a new PC like 2 months ago and he had a huge problem sinve than.Whenever we play something hes games run amazing but than all of a sudden at random his FPS drops exactly to 21 and his discord output and input turn into robot like,and in his manager he has "System interupt" and his disk is at 100%.It stays like that for X amount of time,from like 1 minute to 10 tops.If anyone has any idea,please help.

 

His PC specs:

Ryzen 3 1300X

AMD Radeon RX 570 8GB

8GB dual channel 2666Mhz ram

Windows 10

It doesnt matter,we play Castle Crashers and then we play Far Cry 5 for example and the same thing happens on both games.

Run MSI Afterburner and run the games. Identify when the drops occur, and check if it's thermal related.
