Camera recording weird lines in video

I don't know if u guys can see it, but their are weird black lines on my video that I recorded with a camera... Why does that happen and how can I stop it?

Wrong shutter speed. Can you change the shutter speed on that camera?

In europe the shutter needs to be 1/25,1/50,1/100 etc, in america and some other places 1/30,1/60,1/120 etc.
