Windows instillation media tool

I have a question. if I buy windows 10 home Usb does it include the media instillation tool Or do I need to download it on my own usb using a different pc.

If you buy the 10 Home USB, it will have Windows pre-loaded to the USB that you can use to install with. You only will need the Media Creation Tool if you plan to update the build on the USB drive to a newer version to lessen the time downloading updates.

The drives sold my Microsoft are locked and cannot be updated.

It makes little sense buying the physical USB since it'll already be outdated by the time you get it. Better just buy a license and make your own install media.
