For web development, it's all down to cores/threads and RAM. Multi-core perf is most important, so you want an AMD chip, 3700X or better, which gives you at least 8 cores and 16 threads. You can get by with 16GB of RAM in most cases, but if you're going to use Docker, you should go for 32GB. Shoot for 3600Mhz CL16. 3200mhz will be fine, though, if 3600Mhz is too expensive.

 

The graphics card is the least important part of the equation, as any modern card would be sufficient. If you intend on doing any gaming on the rig, though, I'd shoot for a 2060 or 5600XT. Any higher is going to subtract from what you can spend on the CPU at a $1000 budget, and you want to put the better part of your budget there for this workload.

 

I threw in a Windows 10 Pro license. You may be able to save some money here if you don't mind buying a grey market license. You could also go Home, instead, but Pro would be better for web development. Also, I sacrificed a bit on the graphics card. The 580 is still decent, and you should be able to game pretty well at 1080p with medium quality with that. I added a cooler, though that's not strictly necessary. The stock Wraith Prism cooler that comes with the 3700X is sufficient in most cases, but it can get pretty noisy.

 

Finally, there's no case in this list, so that's an added cost. However, that's a highly personal choice, and you can just get the cheapest thing you can find for all it matters. The internal components are far more important, and if you really just hate the case, you can always replace it later on down the road, when you've got some extra money.

Not sure if you plan to game, if yes install games on the hdd, and get a card like a 1660 super. Or a used 1070/ Vega 56. If not, get something like an rx 470/570. Idk how much vram you need, you might want the 8gb variant over the 4. Install os and work applications and web browser on ssd
