Screen dying?

so... i started my PC, and on my monitor, i have white soft lines running all around my screen, about an inch away from the bezel.. is my monitor or GPU dying?... or is there some kind of fix to this?

things i have dont:

replugged everything (cables, not my GPU... i dont really want to open up or touch my pc, since its a pre-built

restarted

updated drivers

 

things im using: 

GTX1060 3GB 

Lenoveo 2K 59HZ 5ms monitor of some sort...

 

another thing, it only is on my main monitor, on my second monitor, i dont have this... so maybe monitor malfunction?

update:

it seems to sort of fade in and out... or just out... it is almost gone now... but still, its kinda there, so what is it?

I'd think of a monitor malfunction in that case. You can easily test this by plugging it into a different source.
