What motherboard do you have? I don't have everyone's POST codes memorized, but a session with Professor Google shows that B7 is usually a RAM issue and not related to a GPU.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

i believe so, my pc isn't as good as his so i dont have a led debugger on it but my motherboard wont post with the 1070ti comes on but a light stays on at the bottom of my motherboard until i put my rx 480 back in then it posts just fine and the light goes away. i dont have the manual to my motherboard but i can look it up and let you know what the led does if that helps.

If the GPU is the only variable that changes, it's probably the GPU. Check and make sure you're running the most up to date BIOS. The B450 Aorus M is a board I know very well, mostly because I'm staring at a system built around one. It's a finicky, temperamental dickhole of a motherboard and I wouldn't put it past it to be a bitch about a GPU it doesn't like, but if the GPU was consistently the only problem for your friend...yeah.
