Need help for power supply

System has a r5 3600, 24 gbs ram 3200, 4 case fans, 1060 3gb, 120 gb ssd, 1tb hdd, 650w 80+ bronze.

 

So my question is if I upgrade my graphics card, what are my options without getting a new psu? Was thinking of a 1080 ti or a 2080/2070 super when the 3000 series come out.

That unit is recommended for lower end systems. You could technically use it, but I would advise against it. Check out the psu tier list in my signature, anything tier b+ Or above would be great for your upgraded system.

What would happen if say I used it with a 2080 ti or 2070 s for example

I’m not too knowledgeable about psus so I’m not completely sure, but my understanding is that there is a possibility of it getting overloaded and breaking itself and everything else.
