The FX6300 CPU isn't even supported for one... on that motherboard (even though it can work, its not supported to work #Bugs #Issues could be way more pronounced.
https://www.asrock.com/mb/NVIDIA/N68-VS3 FX/#CPU

The Motherboard isn't MADE for FX at all, many cheap Phenom boards got updated to support FX when they clearly have issues with the power delivery.

Aim a Fan at the VRM area, you can try monitoring CPU clocks in the background while Gaming and see if its throttling to 1.4Ghz (VRM based throttling not CPU) even if your temps are fine on the CPU, the VRM temps can still force throttling.
If your VRM area gets cooled it can reduce or remove the 1.4Ghz throttle clock and stuttering that happens for 10-30 seconds every 20-180 seconds once it starts getting to the throttle point.

Monitor your current setup while playing and see what the clockspeeds do.

I'd suggest getting a cheap 970/990 FX supporting chipset board, or save for a better platform where you can still use everything else.. (Intel old i7's 4C8T using your DDR3)

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
