Seems like double booting

I've got my system now for more than 4 months and still cannot find out why my PC is trying twice to launch correctly?

When I press the power button, everything turns on but after 3 seconds my fans stops and turns back on after few seconds.

 

My build:

AMD Ryzen 3800x

Gigabyte AORUS x570 ELITE

Corsair DDR4 Vengeance LPX 4x8GB 3200
