Borderlands 2 Open world?

Is borderlands 2 an open world game like skyrim in the sense you can wander around wherever, do missions whenever, and such?

Steam has a GOTY edition, should I just get that?

the GoTY has the 2 extra characters, 4 main DLC, and the 1st upgrade pack. It is actually a really good deal considering they throw the psycho and mechromancer in there.

 

I believe the DLC's are good as well, but I have yet to play the new headhunters. I loved the game on xbox but I just switched to PC so I'm working from the bottom up again on my characters. The game is amazing on co-op and still fun on solo.

I feel like Borderlands 2 is a more enjoyable game. Fallout is just really brown and depressing.
