What does PBO do?

I’m using a 3800x, Asus X570-I, a Noctua NH-C14s, and I see no difference with PBO on or off. I’m using cinebench multi and single core to determine performance difference and making all changes in the bios. I’ve tried PBO Auto, On, on + 200mhz, and off. In addition, I’ve also tried undervolting to -.01875 and -.025 on all these settings. No matter what I do my multi score sits between 2097-2112 and my single sits between 198-201. However, when I have PBO disables, my CPU runs cooler. Is there any point to this option or am I missing something?

you have a low-midrange cooler, I wouldn't expect great performance from it.

@narrdarr & @notalearnedman Thank you, that's pretty much what I figured. I'm just going to keep it turned off and have a near silent fan profile :)
