I need help

Yesterday my PC started lagging a lot. It happens every few months it seems and to fix it I almost always have to factory reset it which does work. For instance yesterday it started happening again. Today I did the windows updates, cleans with liquid air, downloaded the newest driver version from GeForce. My GPU is a GTX 1070 and my CPU is an I7-4790k and right now my GHz is fluctuation between 1.5-0.7 can someone please give me suggestions. Thank you in advance.
