Lim Voltage and low gpu usage

Hi everyone. I was checking MSI afterburner and noticed a very low GPU usage average (<20%) in CSGO. It sometimes goes to 60% but instantly comes back and the "LIM Voltage" message keeps popping up in the screen. Did some searching about it and couldnt find much besides people saying it's not an error and another person saying it was making him RAM miss a cycle but I don't know what that means.

Gtx750ti

6gb ram

Set the power limit to max. 

Do you have any sort of overlock on the GPU ?  If so. Get rid of it.

Its already set to max and I can only add 31mV in MSI Afterburner which dont seem to make much of a difference. And no Overclocking, even tho the clock numbers seems to be fixed in place which seems weird.

@TofuHaroto the clock memory is fixed at 2700 even with nothing open. The core too but with a lower number.

And try dduing the drivers.
