Do you plan to preorder? Stock will probably run out really quickly, so even though were expecting it to release in like September/October, you can expect to pay a premium and possibly have to deal with any possible hardware negatives like GPUs overheating we've seen in the past. Without preording your probably looking at like a solid 6month till it gets stock, and prices stabilize to their actually MSRP. If the new GPU is found to be popular among miners, we could see inflated prices beyond a year of the card launching. It comes down to if your willing to take the risk, pay a premium, or wait even longer (but then you'll end up hearing about a new intel CPU and AMD GPU anyway).

I would say if you're even asking the question then you're not exactly in a rush so I would probably wait. Waiting gives 2 benefits. First of all, you get new parts which will be faster and give u better performance but ALSO new releases cause the last generation of parts to decrease in price meaning even if u want a low to mid range pc, the price to performance of the build will be higher if u wait longer.
