Bricked Windows 10..?

I just purchased a 1TB m.2 SSD today, instead of migrating data between my other two storage units i decided to just factory reset my computer to help get rid of unwanted junk.. I have done it before with no problems, while resetting I heard my computer turn off, then on, then off then on all on its own for minutes on end.. eventually it went into a safe mode (same options came up as if you were to hold "shift" while restarting. No matter what I do my computer will not turn on for more than 20 seconds and will not boot up. It is custom built with the following parts:

  • Intel 7th Gen Core i7-7700K @ 4.20 GHz
  • 16 GB Corsair Vengeance DDR4 Ram 3000MHz
  • Gigabyte 2070 Super w/ 8gb
  • EVGA SuperNOVA 750 G2 Power supply (750W)
  • MSI Enthusiastic Gaming Intel Z170A (Z170A Gaming M5) 
  • 1TB hard drive (where Windows was installed), 250GB SSD and my new 1TB m.2 SSD (where windows was going to go)

Any help will be great because at the moment, I have no computer..

well without actually knowing what the system did it'll be hard to diagnose what when wrong so just reinstall windows fresh and dont bother loading into whatever is currently installed.

As of right now it is just turning on and off on its own within seconds of each other.

how do I go about re-installing windows when it wont even stay on atm?

When you installed the m.2 SSD, sometimes the board will disable SATA ports so check with your owners manual to that.

it ran fine for about an hour, I was too lazy to do anything just yet. I had went into settings (partitions) and set up the new m.s, used max volume and was able to download and use things in the new drive

i downloaded to a flash drive, only thing on it. Went into BIOS and made sure the boot priority was the flash drive. Now sitting at a black screen with "MSI" in the middle while "please wait.. undoing changes" flashes on the bottom of the screen and every 10 seconds my monitor says "no signal" and goes back into the loop of "please wait.."

Any help will be great because at the moment, I have no computer..

A follow up to this, I reset my bios to the original settings and this is what I am seeing now on a constant loop. I have a 60% keyboard so when I hit the "del" I am hitting the function key along with the question mark key yet nothing is happening. Nothing happens when I try F2 or F11.
