Issues with streaming to Twitch.

Recently, I have been getting back into streaming after a prolonged break. The problem is that when I stream to Twitch,I drop 65% of frames every time. No more, no less.

 

I has tried streaming from a different computer but I just had the exact same issues so I ran a speed test and got an average of 7Mbps up.

StreamlabsOBS is set for an output of 4500Kbps which sounds very reasonable for the sped that I get.

But when I ran a test of all the twitch servers, I got nothing higher than just over 3000Kbps from any of them.

Streaming to YouTube has no issues on the same settings.

If anyone could offer advice on what the issue it, that would be great.
