CPU Red light + boot loop

I have recently ordered a new case for my pc, I installed all the parts into it and pressed the power button. the system fans started and the only light was the cpu light on my motherboard's EZ debug. the system powers on for 1 second, then powers off. I was hoping someone could help me here. (because I have no extra parts to trobleshoot with.

What parts? CPU? Motherboard?

 

Make sure the CPU power connector is plugged in.

Reseat the CPU in the socket.

1tb m.2 intel 660p

 

I did not take the cpu out of the socket when swapping cases, ty for tips.

p.s none of this worked do you know any other things that could help, I already tried a cmos clear.

Hello i am having the same problem. i took my water cooler off to clean it. i did not touch anything els but the corsair water cooler H100i i think to be exact. but whenever i put the water cooler back on the cpu and plug the water cooler back in, i try to start up the computer and it will turn on and if you wait about 3 sec and then it turns back off and then if you wait 5 sec then it will turn back on but then will not boot. i have extra ram so i replace the ones i had in it and it still did nothing. plz help me out.
