Hello!

I built a PC a few months ago and I have only now discovered that the case is live. I touched the case and a radiator and I got a shock, not a static shock but an electrical shock. I used a phase tester (a screwdriver that lights up when it detects a current) to double check it.

I know I will have to rebuild the PC but my first guess is that the PSU is shorting to the case somewhere, how should I test the components individually to diagnose the issue?

I thought that too. I need to check if it is grounded, I live in the Netherlands and Dutch isn't my first language...

Most likely the outlet isn't grounded. Not a big deal.

I checked my outlet and it is indeed not grounded.. The PC works fine and I have no issues with it

No, not unless the PSU failed catastrophically and caused a short from live to case. Still not great, but not a showstopper. But if you have another grounded socket use that.
