Rainbow Six Siege... 100% CPU Utilization

Recently, I bought an MSI GS75 Stealth from Best buy and instantly loaded up a few games on it, but I seem to have a problem with Rainbow Six Siege

Before I go any further, here are my specs:

i7 - 8750H 6 Core

RTX 2070 Max-Q

Single Channel DDR4 - 2666 Memory

Some random Toshiba NVMe 500GB SSD 

144 Hz refreshrate on the display

 

So my problem is that I am unable to achieve anything past 100+ FPS on this machine. When I check Task Manager, the CPU utilization is at 100% while my 2070 chills at 50-60%. Normally, I would have thought that this would be a bottleneck but this is the ONLY game where I encounter this; other games such as Fortnut and Overwatch seem to run fine and utilize my GPU completely at 144+ Frames without using more than 75% CPU. 

Manipulating Settings doesn't help. Ultra and Low settings still yield 90 something FPS, with CPU still staying at 100%. 

There are no background apps open except Task manager. It shows Siege using all my CPU power. 

 

I've tried turning on V-Sync and using Ubisoft's FPS limiter in the games .ini file to no avail.

I tried contacting Ubi about this but they brushed it off telling me my CPU was too shit to handle Siege, which (I hope) is not the case.

Seems normal to me. Dual channel memory would help you get some more CPU performance.

Yeah, I've considered upgrading to Dual Channel for a bit, but still not sure it would fix my problem.

My PC that I used before has a 6 Core Ryzen 2600 and only utilizes 40-50% in the game.... which is funny because I know for sure my laptop's CPU isnt much worse than the 2600 considering they have the same amount of cores (granted the Ryzen has slightly better multitasking performance).

It could make a noticeable difference.

It can be significantly weaker depending on the laptop manufacturer's configuration of the cooling and boost behavior. What clocks are you getting in game?

If it doesn't cost any frames, because you are CPU limited anyway, you might as well turn up some of the graphics.

If it doesn't cost any frames, because you are CPU limited anyway, you might as well turn up some of the graphics.

When I first began to play (first 5 minutes or so) clocks boost up to 4 GHz across all cores, but the temps spike up and then settles to 3.5-3.6 stable after a bit. 

Yeah, I've left all graphics on Ultra.

So your R5 2600 has better IPC, higher clocks, and dual channel memory to it's advantage vs the mobile i7.
