No you're fine. Afterburner will barely increase your voltage, and todays GPUs have it programmed into the bios that you can't go over a certain voltage to avoid damaging your chip. You might be unstable, but you won't zap anything.

No. Graphics Cards have hard power limits usually in the vbios and circuitry for safety reasons and to prevent you from taking a lower end card and overclocking it enough to match the performance of a higher tier.

More than likely if you apply enough voltage in Afterburner, Afterburner will correct itself to the max allowed voltage that your cards BIOS allows.
