Low GPU Clock Speed When Playing Minecraft

Just upgraded my GPU to RX 5700 and since upgrading, my GPU has been stuck in idle when playing minecraft (doesn't do it in other games from my testing). The low clock speed means I'm getting between 30 and 60 fps on a system that's far more capable than that.

 

My specs are

Ryzen 7 3700x

16GB Corsair Dominator 3200Mhz

RX 5700

MSI Gaming Plus MoBo 

 

I've tried googling it and there seems to be a lack of recent threads and even the more recent ones seem to be using Nvidia GPUs.

Try to use Optifine. Minecraft is not known for it's perferct APU Integration and Optifine can help heaps.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

I've installed optifine and my FPS has definitely improved but still my GPU clock speed is at idle even though my CPU clock speed has spiked.

How would I check and how would I change it if it weren't detecting my dedicated GPU?

Minecraft can only run on your dedicated GPU. Your 3700X doesn't have an integrated one. That can't be the issue.

Did you maybe accidentally lock the FPS or turned the fps cap in optifine to "V-Sync"?

Did you try allocating more RAM to the game? Maybe the GPU is not coming out of idle because the limit in your case is CPU+RAM?

I've allocated 5GB of RAM and it's using anywhere between 1GB and 3GB

 

Also, increasing the RAM in my Optifine install has actually reduced FPS :S

What are the usages in Task Manager while playing minecraft. (CPU, RAM, GPU, Drives, etc...)

Maybe post a screenshot?

This is my usage, it's strange to see it at 40% utilisation but for some reason the clock speed stays under 800MHz
