Pc not booting

Today I went to turn on my pc and nothing happend. But if switch the psu off then on and press power the CPU led flashes and in the manual it says that if it flashes the CPU 8 pin connector is not plugged in (my motherboard also has leds in it and they flash for a second as well). Is this a sign of a dead psu (I have a old office psu. Unknown brand should I test the system with it  )
