CPU at high temps on boot

I recently upgraded pretty much my whole system (mobo, cpu, cooler, ram) reusing my old psu, case and ssds/hdds, but am running into a strange issue with my cpu on cold boots (having left the system off and unplugged for a decent amount of time, either several hours or overnight, most commonly overnight).

I get up in the morning, turn my pc on, everythings starts fine, but the fan on my watercooler rad kicks up super fast and speccy tells me my cpu is running at 70-80 degrees.

 

Mobo: Gigabyte B365M D3H-CF (U3E1)

CPU: Kaby Lake i7-9700F (3.00GHz)

Cooler: Cooler Master MasterLiquid Lite ML120L

RAM: 16G DDR4-2666

 

My old build (6 years old, i5-6600k, h110m-a mobo, H60 cooler) had no issues like this, and I'm getting concerned it's going to burn out my cpu. I tried re-applying the thermal paste (came with the cooler) but still no difference.

Anyone had this issue before?

Speccy is garbage, dont use it.. dont trust it.

What does HWInfo say?

Use something else 

Like hwinfo64 or cpu-z 

Update the bios

cpu-z doesn't tell me the temps, and by the time I figured out where to find the temps in hwinfo the fan cpu was already cooled down, though this time the rad fan sat on max speed for a good 30 seconds to a minute. Speccy isn't the issue here
