My full system specs are

CPU: Ryzen 9 3900X

GPU: MSI 2080 Super Gaming X Trio

PSU: 750W EVGA Gold+ Certified 

Motherboard: Gigabyte x570 Aorus Ultra

Ram: 2x8 Corsair LPX DDR4-3600 CL 18

Cooler: Noctua NH-D15

 

I have recently been using HWInfo to monitor my PC that I only built around a month ago. The Performance Limit - Power in HWInfo for my GPU keeps saying yes for current, average, and maximum even when I am not actually playing any games. Is this normal? I have replaced the cables going from the PSU to the GPU and made sure that the cables are in the correct orientation, meaning the correct side goes into the PSU and the GPU. Can someone shed some light on this?

It's just downclocking to save power. Nothing wrong.
