Computer Specs:

Case - Corsair Carbide Series 88R

CPU - Ryzen 9 3950X

Heatsink - Dark Rock Pro 4

MOBO - ASRock B450M/ac - BIOS Version P1.7

GPU - GTX 980 (Computer is for CPU Mining, threw in an old GPU for video output)

RAM - 2 X (Corsair Vengeance 8GB DDR4 @ 3200MHz)

SSD - Samsung 860 EVO 2.5" 250GB

PSU - Corsair RM650 650W

Problem:

Whenever I put this CPU under full load, the computer shuts off after a short period of time.

What I have done so far:

Thermals are 32C at idle and have hit 72C as a max.

Memtest yielded no errors.

RMA'd the PSU to Newegg and replaced it.

Hit GPU with Furmark.

The Kicker:

Finally I thought it could have been a voltage issue with the CPU Boost Clocking, so I set everything to manual and left it at stock 3.5GHz speeds. When I stress the CPU at forced stock speeds, instead of my computer shutting off, it trips the circuit breaker for the room that it is in.

Any help would be greatly appreciated, as I am at a loss.
