3950x Odd Behaviour

Hey all, 

 

Looking for some help with some odd goings on with my PC

 

Specs:

Ryzen 3950x (No OC except from PBO)

ROG Crosshair VIII Hero (Wifi) X570 -Latest 1302 BIOS

32GB (4X8)  Patriot Viper Steel 3600

 

Everything is fine most of the time, but about 1 cold start in 10, the PC boots up and the CPU refuses to go above 1ghz (as reported by CPUz and Task manager) and the computer feels very sluggish so I am confident that is the case. A simple reboot sorts it out,  but was wondering if anyone had seen anything like this before or had any idea on troubleshooting the culprit
