I have had my RX 480 for a few years now and it has been running OC through MSI Afterburner and no issues it was all stable and working awesome. A few days ago i opened afterburner to check on a temperature reading after a bit of having it pointed to the SETI project, and noticed it was at stock speeds with the volts still turned up. I tried to change the speed of the core and memory clocks but no matter where i try to move them to when i hit apply they go back to factory speeds. I can still move the voltage sliders however i want and they will stay they're when i hit apply but no dice on the clock speeds. I have uninstalled it and the settings and installed the newest one off the MSI website i also have tried the beta version on there but still nothing. Ive also uninstalled and reinstalled the AMD drivers off their website also with no change to helping anything.

Has anyone run into this before? Or know how to fix it?

@Doggo lover is referring to using a program called DDU display driver uninstaller. It is a program used to wipe the computer of any and all display drivers. It is used frequently when doing hardware changes, or when you have issues with the currently installed drivers (Which could be your issue, and can be a good baseline to ensure the driver is ok).

 

There are lots of youtube tutorials on how to use this program, I would suggest having a peek at one before you do it.
