I recently build my first PC with a Ryzen 5 3600 cpu. I used CPUID CPU-Z MSI and realised that the clock speed of my cpu keeps fluctuating between 3.6GHz and 4.2GHz in a matter of seconds. I used CPUID HWMonitor which gave me the same results. However when I access the BIOS it shows that the base clock is 3.6GHz. Is this normal behaviour or is there something wrong? If I am not wrong the Ryzen 5 3600 can be overclocked to 4.2GHz, so is the system overclocking by itself? If this is normal behaviour can anyone help to explain to me why does the clock speed fluctuate this way?

It's pretty normal, idle performance of third gen ryzen is a little sporadic. In the BIOS, the CPU won't be doing anything so the speed will be constant.
