CPU fan cooler

I am recently doing a CPU demanding project and it involves sTRX4 or Threadripper CPU rendering and running for hours just grinding on tasks. Because of its 64 cores and >280W TDP when it gets stressed out, I am looking for a CPU fan cooler which can release and handle the 3990x's heat released and dissipate it. What is the best CPU fan cooler that suits the Threadripper 3990x. If fan cooler is not recommended, liquid cooling is also possible and I am also willing to invest in a 360mm AIO or custom loop if it is really required
