What is enhanced sync

I started playing gta 5 on an i5 8400 and a vega 56 with 16gb of ram. The pc was running gta 5 at 150 fps but there were frame drops. I noticed that my cpu usage was jumping up to 97. When I turned on enhqnced sync my cpu usage went down almost 30%. Why is this.

my monitor is 75 hz
