I'm getting a little bit into video editing and currently have about a five year old build that is performing pretty well with what I'm doing so far.  It handles premier just find even at 4k but where it struggles is in encoding.  It seems a little unstable and will crash repeatedly when encoding until eventually it's just able to make it all the way through.  This is too unreliable for what I'm trying to get into so what I want to do is build and encoding server where I can edit on my current build and then send it off via gigabit network to the encoding server to do the heavy lifting.

The encoding server will likely use the following hardware:

Corsair Vengeance LPX 32GB (2x16GB) DDR4 DRAM 2666MHz (PC4-21300) C16 Memory Kit

Gigabyte B450M DS3H (AMD Ryzen AM4/M.2/HMDI/DVI/USB 3.1/DDR4/Micro ATX/Motherboard)

AMD Ryzen 7 3700X 8-Core, 16-Thread Unlocked Desktop Processor with Wraith Prism LED Cooler

Some sort of NVME drive or maybe even just a regular SSD for the boot drive.

What I need help with is the graphics card.  I really only want something that unlocks the capability to do hardware accelerated effects in APP and AAE.  My intention eventually is to upgrade but right now I'd like to go as cheap as I can get away with on the GPU for the encoding server.  Any suggestions on a GPU that will unlock hardware accelerated effects that's pretty cheap?

Thanks,
