Spending Budget

Hello, sorry to interrupt but i want a build for around 1000 usd.  How should i spend me parts evenly?  (for example, do i spend 40% of my budget on a gpu?  20% on a cpu and cooler?)  i dont want to overspend for looks (ex: modular cables, i dont really need that as long as there is a psu shroud or there is no tempered side glass/ acrylic)
