I Have a Core 2 Duo E7300 CPU with Base clock at 2.6Ghz. However due to issues on another software i happened to run the task manager throughout the day and was surprised to find that the CPU rarely managed to cross the base clock frequency at times even going as low as 1.1 Ghz. What should i do?

What were you doing at the time? If you're not using a lot of CPU power, there's no need for your CPU to run at full speed. That's wasting energy and generating useless heat. For instance my 4800HS is currently between 4-7% utilization writing this reply, and while I have a base/boost of 2.9/4.2 I'm running at a solid 1.39Ghz, because I only have Firefox, and Discord open.
