BF4 Stuck in windows mode

If you have an Nvidia card go to nv control panel>Adjust Desktop Size and Resolution>Scaling>Fullscreen>Perform Scaling on(GPU)>Then check Override the scaling modes set by games and programs.

It's just stuck in windows mode, the settings say full screen,  but it shrinks to a small window, 

 

Alt+Enter doesnt work

changing settings don't work

I can strech it to make it larger, but its still a window and taskbar still shows.

 

 

 

How do i fix this, I don't have fraps and i dont even know what team viewer is.

Why is it on 65Hz? Does it do this with all games

Why is it on 65Hz? Does it do this with all games

My monitor is 65hz and this only happens in BF4.
