It depends, streaming / recording may be tough, it depends on the games. video editing with it should be good, not sure about premiere. I use Vegas Pro 17 and it's perfect for the GT 1030 so it should be good. For value it's really good.

Also i'm not sure about game development

i mean it is as basic as a 1660 super model can get

but you cant go wrong with it although i heard that their fans start ramping at a rather low temp

but over all a solid card

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad.

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

in features

so like it has reference power phases and it is a 2.3 slot so a basic cooler

that doesn't mean  its bad it just means its basic but functional

but can you tell us what parts do you have in mind maybe we can improve on it a bit :)

multiple things

first of all the psu

VS series psus suck get a cx650

second of all if you dont absolutely need a pc now wait for b550

3rd, i dont know what prices are like where you live but for 800 bucks worth of budget ( roughly 750 pounds )  you can get a 5600xt or a 2060 KO

so maybe try to see if you can fit one of those
