CPU Usage dropping to %0

Hello guys, my CPU usage dropping to %0 while im playing games,watching video & surfing on desktop... and everything freezes for 10-15 seconds. What should i do? My system and Black Desert Online, Rust on SSD. other games are on the HDD.

CPU: R5 1600

GPU: MSI ARMOR RX 590

PSU: Gigabyte P650B 650W

RAM: Apacer Panther 8GB DDR4 3000Mhz

Motherboard: Gigabyte B450M S2H

what i tried to fix this problem:
I am using dual monitor so i unplugged one of it but nothing changed.
Updated BIOS(it was already on latest version)

Updated new version of GPU driver & also i downloaded Ryzen Master for CPU.

Formatted PC

Also i tested RAM,SSD,HDD

downloaded latest verion of AMD Chipset driver
Some benchmark tests with CPU benchmark programs. Tempature was 64 in benchmark, in games 50-55.

I updated windows version 1909 to 2004

is main problem can be SSD tempature?

by the way while testing SSD tempature reached 60. without load tempature is 45.
