technically you can but you might get into driver problems

In theory, yes. 

Built a mid-range game-cruncher to run MS Word and Chrome because doing anything else just wouldn't have felt right. I've got 250 Watts of power that I don't need, 24 Gigabytes of RAM that I will never use, 8 unemployed threads and I'm happy.

You can, but will need an active adapter.

What is coming out of the DisplayPort is a DIGITAL signal; you need to convert that signal to an ANALOG signal, which is what VGA is.

^ this is why you might encounter some funky problems

I've been trying to use a DP to VGA adaptor. Works on a Quadro NVS295 and HD6870, GTX1050 doesn't want to know. Sometimes it works, sometimes it doesn't. Some of the time it works for a while, then just starts turning on and off. I gave up with a 3rd monitor.
