Help plz boot loop

Every time I turn my pc off and on it goes into a loading loop then blue screens and restarts. Then it says preparing automatic repair then diagnosing pc then blue screen. Forever. I’m absolutely exhausted from trying to fix my pc plz help I don’t know what to do anymore. Mobo: asrock x570 phantom gaming 4s

Is it overclocked at all? I've had this issue with an unstable overclock. Clearing the cmos will solve it usually. I power off the PSU, un plug it, pull cmos battery, and then hold power button for about 10-15 seconds. Then put the battery back in, plug it back in and turn it on.

Motherboard lighting is OFF.
