Background pic customization

My new background picture is not in 16:9 format but more like 13:9. Is there a way that instead of stretching it or leaving a small black frame on both sides I move it to the left side of the screen leaving a 3:9 black frame on the right side which I would cover with the taskbar. Anyway to do that?

Open the image in an image editor (e.g. Gimp), tell it to increase the canvas size, then tell it where to place the previous content (to the left)
