the pump isnt powering? or the fan isnt powering?

Make sure that in BIOS you have the header that the pump is plugged into set to the highest manual setting.

Where would that be?

The fan header (that goes to your mb) on the H100i doesnt ask power from the mb:

As you see 3 wires, 2 going to the sata plug thats only giving power to the pump and last wire is just a sense cable that doesnt pull power from the motherboard. The pump only reports the RPM to the MB so you won't have the stupid error: "cpu fan error" when booting your system. Your pump is just dead if you dont feel any vibration or water flowing.

Sometimes the led goes off and the fan controller doesnt work anymore but the pump still works.

See above. That cable that goes to your motherboard is useless. You cant control the speed of the pump anyways
