I have a pc that I keep running into issues with it is fairly new has a 

-Intel Core i5-7500 3.4 GHz

-NVIDIA GeForce RTX 2060 SUPER 8 GB

-ASRock B250 Pro4 ATX Motherboard

-Corsair Vengeance LPX 16 GB DDR4-3000

-EVGA 400 W ATX Power Supply

For some reason I can't get more than 20 fps in all games my motherboard bios has some CPUs config the system will not boot in to windows without blue screening the only way windows will boot in if the cpu Is Max power and 800Mhz

With speedstep,turbo boost, and speedshift is off please and thank you for any help or information (not sure if this is the right place to post this I am new so I am sorry if I messed up.)

What is your temps and did you try clearing the cmos 

And that PSU is very heavily stressed and how old is it and what efficiency does it have 

And do you have the latest bios ?

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

 

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

Nzxt can says the CPU temps are at 86-89°f 

And the CPU core voltage is at 0.720v that's because the BIOS is set up as Max battery

I have cleared the cmos 

The bios is the latest one from the website

I am not sure how old it is since it was a gift from a friend he did not use it and it does not look used since it says 400b I don't want to say bronze since I don't think there is any bronze stickers

Sorry if that's sounds mean

In all honesty I'm really skeptical about the PSU 

400w I'd barely enough for the system and it is probably gettins stressed I'm not saying this system draws more than 400w but it's probably drawing 400 w consistently and since it's not 80 plus rated it'd very unlikely it's providing 400w consistently
