To get a full picture of what's going on, you need to take account of more than just your temps.
You'll need:
- Ambient temps (the more accurate the better, but ballpark will suffice (I.E. news reports that it's 23°c outside, my room is a little warmer than that... guesstimate 27°)

Idle temps (when your computer is as idle as you can get it, closing down all nonessential background processes with the exception of your temp monitoring software)
- If your ambient temps are -30°, and you're idling at 35°, you have a problem, despite the fact that your idle temps are "good"

Load temps under a typical workload (a game you commonly play, software you commonly use, ETC)
- If under normal load, you see an abnormal difference in delta temps you have an issue somewhere, be it a poor mount, insufficient airflow, a dead pump, ETC
- If you're overclocking or planning to overclock, stability testing, which should also include synthetic workloads that will stress the limits of your cooling solution.
