Utilization Issues

No matter what game I play the GPU never gets utilized 100% and in some games like Destiny 2 only 40% of my GPU is being used.

So, does anyone know a fix or is this a common issue with these cards that just can't be fixed?

 

Specs:

ASUS RTX 2080 SUPER Duel Series

AMD Ryzen 7 1700x

16 GB of DDR4

MSI Tomahawk (Don't remember the exact model)

 

(Only 80 FPS, don't know if that's normal or not)

update the firmware to the latest one and make sure that nothing is being utilized by windows or something else
