Your data runs through at least one additional machine with additional encryption. Depending on the VPN provider's bandwidth (shared by all customers), I'd say it's fairly normal.

It would be worth trying some different exit nodes in different locations if your VPN provider offers them - you might be connecting to one which is very heavily used, they might have others which are not overloaded.
