So I made a post asking about how to fix these problem that is just so irritating! I have to be on my other admin acount(but not all of my Steam games work here only 2 launch :( i wan play Ruuust) aaanyway because my 1st admin account(the primary one) has a virus or some error I dunno and I have no experience with fixing these kinds of things. 

 

Basically I log into the account, go into the Windows 8 startup screen(with all those tiles) and click to go to desktop but it is realy slowed down and I have to wait like 6 seconds for it to go to the desktop and once I get to the desktop every 2 seconds it keeps switching to a an empty blue screen(and taskbar becomes empty) and then back to my desktop and then back to empty blue desktop w empty taskbar and back and forth making it impossible for me to do anything at all.

 

So I searched for the issue in Task Manager and I found the error and here it is( i wrote it down from the picture i took of it)

 

 

explorer.exe - Application error

 

The instruction at 0x00007FFC307D1A5DA referenced memory at 0x000000000C88634B. The required data was not placed into memory because of an I/O error status of 0x0000185.

Specs of my PC:

CPU: AMD FX 8350  Motherboard: Gigabyte 990XA UD3  GPU: Gigabyte GTX 770 Windforce 2GB  HDD: WD Green 2TB SSD:  Corsair Force GT 120GB SSD RAM: Corsair 8GB(2X4) PSU: CoolerMaster G650M

your main accounts profile is corrupt. just move all your data to the new account and remove the old account. also make sure your antivirus and windows updates are up to date and running well.

 

I would also run "sfc /scannow" with out quotes from an admin command prompt and run a check disk on your hard drive.
