Basically I have been having this issue for the past month and a half. I have a Intel i7-9750h and for some reason my CPU's clock speed seems to be at around 4GHz when idle, but then goes down when you launch any game. I have been using either task manager and CPU-Z to monitor the speed. This doesn't make sense because the utilisation is low yet the clock speed is high. I have tried multiple different solutions(various different power plans, reset my laptop, disable Super fetch). Also, I haven't came across any similar issues to my problem when I was looking into the problem. My performance in some games are good while others are bad. I have attached a screenshot of my laptop idle and running a game. What bothers me is the fact that prior to this issue, i would get consistent clock speed while gaming. Hopefully I get this resolved.

Your first screenshot shows CPU Utilization averaging 9%. Your CPU is not idle at all. If an Intel CPU has something to do, it is going to go up to the maximum speed to process that task. Click on the Task Manager Details tab and click on the CPU heading to organize the running tasks by CPU Usage. Something is constantly running in the background on your computer. Find out what it is and get rid of it.

 

Your CPU speed goes down when gaming because your CPU is throttling. It is usually power limit throttling. The 9750H has a TDP rating of 45 Watts. Some OEMs lock their computers to this power level. It is not nearly enough power for a 9750H to run at full speed so it is forced to throttle. Some laptops with proper cooling can be tweaked to go well beyond this limit. Other laptops cannot. Try fixing the original problem first.

Not thermal throttling, it is probably power limit throttling. A 9750H cannot deliver its full rated speed if it is being power limited.

 

I recommend that you click on the Task Manager Details tab. It might be easier to see what is causing the problem under that tab.

 

I just noticed that you have a Razer laptop. Many of them enforce the 45 Watt turbo power limit.

Many users use XTU to under volt their CPU. This reduces power consumption and heat. It also allows your CPU to run faster, longer before turbo throttling kicks in. Sometimes you can completely avoid throttling but that depends on the laptop model. An under volt of -100 mV is usually a good place to start testing. If your laptop is not stable, you will have to reduce your under volt and do some more testing.

adjust the voltage of the cpu by .025v after each time you lower the voltage by .025v, benchmark it and see if its stable, let the benchmark run for 10 minutes, keep on doing this until your computer crashes, when it does bump up the voltage by 0.005 until it no longer crashes. once it appears to no longer crash let the benchmark run for 60 minutes to make 100% sure its a stable voltage for your cpu
