Oracle SQL Date Query Bug

I'm trying to query the time of an event to my database but I keep getting errors regarding missing comma, missing right parenthesis, or literal does not match format string. Here is the query any ideas?

INSERT INTO HELPQUEUE VALUES ('LAPTOP-JH6PTA38', 635, 'HELP', 'CLIENT', 'CS355', 01, (to_date('2020.05.06 18:18:08 CDT, 'yyyy.MM.dd HH:mm:ss z'),  NULL);
