Games, programs or workloads that it will be used for: Casual gaming , blender ,  after effects and probably some machine learning stuff later.

 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

1. Have no peripheral yet . But those are not included in this budget.
2. Don't have a monitor . Would  appreciate a recommendation of a budget 1080 p 60/75 hz monitor . (Separate from this budget.)
3. Would buy after the lockdown
4. Confused whether to go for Intel 10 gen or AMD. Help me decide

You can always try and use the pcpartpickers modest amd build guide. https://pcpartpicker.com/guide/G4V323/modest-amd-gaming-build But if you want to look around pcpartpicker I would recommend that you would do that. This guide will do alot of what you want to do and leaves huge upgrade paths, you can also switch out parts as you go if you find part s for a cheaper price or other cases. But I would definitely start there and get a general idea. And with moniters suggestions you could always look for a Bitwit or LMG video on some. You've got some time so do not rush it.
