I am a new PC owner getting used to things slowly, but I have a few questions.

I have Ryzen 7, and in regards to the fans, how loud should they normally be? I don't specifically know myself, and it might just be the fact that I have never had to hear PC fans before. Anyways, when I open up applications such as a game or even a new tab in my web browser, the fans temporarily go faster and louder before returning back to what they were before I opened the program.

Also, what is the temperature boundary for the computer while running? Is there anything I need to do in terms of keeping the entire room cooled to keep the PC safe?

Thanks!

We are going to need more info on the PC you have. Fans can be almost silent to as loud as a jet engine. It all depends on the fan in question.

60c used to be the max safe temps everyone went by, however today many parts can go higher then 60c safely.

Specs:

AMD Ryzen 7 3700X 8-Core Processor (3.59 GHz)
NVIDIA GeForce RTX 2070 Super (8GB)
16GB RAM DDR4 (2400MHz)

If needed, I can easily attach images or even video of it operating.

Is it a a pe uilt pc? or custom ? What fans are being used? CPU heatsink? Did you setup a custom fan profile?

It's a prebuilt, but I am sorry as I have no idea which fans I am using, still learning all that technical stuff.

I do have a link, but it's not in stock on the website so the product is unavailable to be viewed.

Apparently, from what I have just found out, it's a problem with my software called ARMOURY CRATE which controls the lighting and fan settings. Right now, the fans are on Windows mode, previously on Performance which was much more preferred over this. The driver is updating but I am not sure how long it takes, it's been on the same screen for a while now.
