Issues with GPU usage and temps

I'm having issues with high temps, in games like overwatch i get an average of about 83C but while I'm playing battlefront 2 I only get 73. Another problem is that bf2 is only running at around 30-60 fps when i'm in combat and around 75 when i'm spawning in. I know this definetly isn't normal especially since my old 1060 ran it better than this. According to task manager I only use about 16-40% of my GPU. drivers are up to date, anyone help me out here?

Make sure you have the latest vbios / firmware for the new GPU

Also run a benchmark to ensure the gpu hits 99% usage. Use a gpu monitoring program to watch it. 
Temps see fine if using a stock fan profile and have a pc with average airflow.
